Laws of England prohibiting Slavery shall be in

full operation in that Colony with certain exceptions.

But it is of much more importance to object that this Ordinance directly asserts that, independently of this Local Act, Slavery would be lawful in Hong Kong. So manifestly is this the meaning that, by the 3rd section, the exception already mentioned provides, that, if any Foreigner shall bring within the Colony
